yes it can . because even if a body has uniform speed on a circular motion  then too its velocity changes. thus it is not imprtant that change in speed is necessary for change in velocity .
Velocity is speed and direction. Keep going the same speed but change direction, and you have changed velocity. velocity = dirction matters. therefore you can have constant speed but varied velocity . eg in circular motion.
