In bonding Wetting, adhesive and cohesive forces are important to determine the contact angles b/w the water  and glass. so mainly wetting and the suface forces are the main reason for elatd effects and hence capillary effects too.
In perfect wetting the contact angle is zero and the reason is the liquid -liquid intercation is very much weak and the solid-liquid interaction is strong.
