Convection current will be created between mantle and outer core due to the temperature and density difference of the rock in the mantle. This current is due to the very hot material which is present deepest part of the mantle rising. The movement of the convection current in the mantle creates pressure between the tectonic plates. Due to this pressure, lots of energy will reside an instant before the earthquake takes place. That is why an earthquake can release enough energy to devastate a city.
