Let Upthrust of air is F.
As The Balloon is descending, downward force must be dominant over upward force.
mg – F = ma ---(1)
if u want to move the blloon in upward direction then you need to remove some mass so that the value of F dominates over mg & balloon starts to move in upward direction
new mass = m-∂m, where ∂m is mass which is removed
F – (m-∂m) = (m-∂m)a
on solving this you’ll get
∂m = 2ma/g+a
