Condition for velocity to never slip never skid is:
V = root(rg ( tanthetha – u)/(1 + utantetha))
  putting values for u = 0.4 ,
r = 20 m
and thetha = arctan(v^2/rg) = > 0.5
we get,
V  =  14.7 km/hr. approx.
