When the tin carries the lead shots, the volume of the system will be the volume of the tin. In order to avoid sinking, the weight of the system should be equal to the weight of the water displaced by it. The weight of the tin carrying the lead shots are equal to the weight of the water displaced by it, the tin will not sink. It will start sinking when the weight of the tin carrying the lead shots increases the weight of the water displaced by its volume.
