before doing this question u must know the concept of torque about an axis 
in brief it can be stated as WE TAKE ONLY THAT COMPONENT OF TORQUE WHICH IS PARALLEL TO THE AXIS OF ROTATION 
thats why we will neglect the torque of mg in the above problem because torque of mg is perpendicular to the axis of rotation 
now u can solve this question in frame of reference of rod 
​​take an small element dm at a distance x from the hinge now apply pseudo force on that small element and u will get dT integrarte x from 0 to L
