 here you can calculate the total energy of the revolving satellite in terms of mass of the satellite and radius of the satellite then again you can calculate the total energy of the satellite in the orbit of 3 r then the difference of the energies of these two will be the energy required to shift the planet from the radius of 2 r to radius of 3 r
