Dear student 
A reference frame attached to earth is inertial frame.
A stationery frame of reference is one in which newtons laws are obeyed.
based on this u can say that the earth is an inertial frame o reference but it
only happens when u iew an object which is on earth rom earth.
 
it is not applicable when you hypothetically speaking are iewing a point on the sun.
hence generally speaking earth is a non inertial frame of reference as it is roatating
on its axis and revolving around the sun.
