time taken by putty for coming upwards and downwards both,
t = 2v/g
where t is also teh wheel's motion.
wheel's constant speed,
v = distance / time = (2 pi r)/(2v/g)
or
t = 2 pi r /v
and distance is also would be = 0.5gt^2
solve these two eqns. and get value from
F = mv^2/r.
