According to the given condition;
 
da/dt = a/3 – a
         = -(2a/3)
da/dt = -(2dv/3dt)
   da=-(2dv/3)
intergrate on both the sides with limits for aacceleration as a to 0 and for velocity as 0 to v;
 
You will get;
 3(0-a)=-2(v-0)
  -3a=-2v
 v=3a/2
