let speed of river is u and boat is v and distance is d
then
d/(v+u) = 9
d/(v-u) = 13
9v + 9u = d
13v – 13u = d
so v = 22d/(13*9*2) = 11d/117
so required time is d/v = d/(11d/117) = 117/11 = 10.63 hr
