The question is incomplete. The mass of man should also be given to find the answer. But if we assume the mass of man to be m, we can find the answer in terms of m. Let`s say u stands for upward force and d stands for downward force. Forces acting on frame: tension(say T, u), weight (30 * 10 = 300N, d), normal by man (say N, d). Forces acting on man: tension (T, u), normal by frame (N, u), weight (10 * m, d). As everything is in rest, sum of forces on both the systems will be 0. So the equations formed are T + N = 10m and T = 10m - N. Adding the equations we get 2T = 10m + 300. Dividing by 2, we get T = 5m + 150. Now put the value of m which you missed out in the information to get the answer.

There was a typing error. The second equation I wrote was just the transferring of terms. The second equation would be T = 300 + N.
