Yes,it produce an acceleration if the force is less than the weight of that body.

Since , weight produces force in vertical direction and as a reaction, Normal force to body is also there .
In horizontal direction, there would be friction only as a repulsive force.
So It can accelerate even if the force is less than weight of body.
