take upwards as j and  direction of motion of car as i
find the velocity of rain wrt car  
Vrc=Vr-Vc
     =-6j-2i  
now 3i-j is vector perpencicular to given vector
the acute angle made by the above vector with vertical is tan-1(3)
note:the above question can be done easily with digram but the system dosnt provide us this option
