Hello Student,
We will use doppler effect and common concept of circles.
$\\f_{obs}={v \over v\pm v_s}f_{src}$
where the velocities are along the line joing source and the observer.
So what you are saying at the point velocity along that line will be zero.
So it can't be maximum there .
It will be maximum where its velocity is along the obs max.
