The cooking utensils have a low specific heat and high conductivity because to heat faster and if heat is high then we can cook faster.

We need such cooking utensils that gets heated faster, consuming a less amount of energy and saving time.
 
Suppose there are two materials A and B. When we say that A has more specific heat capacity than B, we mean that, more amount of heat is required in case of A to rise its temperature by a same amount than in B. Thus, the cooking utensil must have a low specific heat capacity, so that with a less amount of heat, its temperature rises to a greater extent (which saves energy).
 
Also, the material having high conductivity conducts heat and rises it’s temperature faster, hence a cooking utensil must have a high conductivity, so that it conducts the heat given fast and gets hot fast, to increase the speed of cooking.
