(a) When the bugs walks out to the rim, the rotational inertia of the turntable-bug system will increase. The increase in rotational inertia of the system makes it difficult for the turntable to rotate and therefore its angular speed decreases with time.
(b) If the bugs fall of the turntable without jumping, the rotational inertia of the turntable would decrease. This makes it easier for the turntable to rotate and it start moving with large angular speed, which is in accordance with the law of conservation of angular momentum.
