Time taken to cover upward = Tu
Time taken to cover downward = Td
Td = 2Tu
We know that 
S = VoTu - ½ aTu^2 (Upward Motion)
S= ½ a Td^2
solving this , you will get 
Upper acceleration = 4 * below acceleration
Using Newons second law of motion
mau = mgsinQ + mew*mgcosQ
mad = mgsinQ – mew*mgcosQ
putting the value and solving you will get 
mew = 3/5
