The reaction force on the block will be equal to the force exerted by the spring.
The spring is compressed by an amount -d as without compression the spring won’t be able to support the block.
The compressed length will be taken in negative.
R = -k(-d) = kd
The force of friction will balance the weight of the block.
So
uR = mg
R = mg/u
And
kd = mg/u
k = mg/ud
Hence b statement is right
minimum spring constant k min to keep block of mass m in equilibrium is mg/ud
