By assuming that wheel is disc 
KEr= Iw2/2
Total KE = mv2/2 +Iw2/2
Moment of inertia of disc = MR2/2
And w = v /r
By putting value of moment of inertia I and Angular velocity w we get
KEr =mv2/4
T KE  = mv2/2 + mv2/4 = 3mv2/4
Ratio = 1:3
