In the first case, the levels will be different. The answer to your second question is: yes.

it depends on the heights othe liquid, the cross section area

and alos on the fatc that are the open ends exposed to atmosphere or not!!!

in first case the level will be equal but in 2nd case if the area of crosssection are different then the it might not be same
