Velocity is a avector quantity, i.e. it depends o both direction and magnitude(amount). so for a partculaar direction, the velecity will be different than its speed, if it is moving in another direction. so, when a body cahnges its direction, the speed with respect to its previous direction is now no more. so we take it from zero for the next direction, as it has just started its journey towards that direction.
