Considering non inertial frame, a pseudo force of mg/10 will act downwards along with the gravitational force. So the spring balance will measure a weight of m(g + g/10).

In this case we are observing the motion of body from a non inertial frame of reference(because elevator in accelerating upwards).

so we must consider a pseudo force acting on the body.

this will be equal to product of mass of body attached to spring and the acceleration of the elevator.

pseudo force=mg/10 and tis will be in downward direction.

since the body in hanging from spring balance 

        spring balance reading=pseudo force+force due to gravity(weight)

                                        =mg+mg/10

                                        ==11mg/10
