as the boy goes 3kmph the wind is blowing from north so the wind has 3kmph speed in west direction as the relative velocity due west becomes 0

as he goes 7kmph the wind blows north-west w.r.t the boy so it should have the same magnitude in the west and the north direction.

so the relative velocity due west =7 - 3=4kmph and therefore the speed blown from north is also 4kmph.

therefore the wind has 3kmph speed toward west and 4kmph from north.

therefore the wind has 5kmph from north to west making 370 with north.
