Just consider the bob. At the lowest point it has a vel perpendicular to the string which provides it with tension . The tension is always perpendicular to the motion of the body. Now since the lift is in free fall the apparant acceleration due to gravity is zero(as g'=g-a, in free fall a=g).So the only force on the bob is tension which obviosly makes it to move in a ircular motion.
Another way to understand it is to say what will happen if we give the bob some vel perpendicular to the tension while the bob and string are in free space(zero g)
