a body is said to be in equillibrium when there is no net force acting on the system and hence the net acceleration must be zero..
this makes us think about the two cases which are..
either the body is at rest or
body is in uniform motion ie., it moves with uniform velocity..hence the body has to be in rest for it to be in equillibrium
