It is certainly not Mechanical advantage(as it depends on load & effort) ,at the same time it cannot be efficiency, so I think it is velocity ratio

Velocity ratio because the presence of friction and weight of moving parts of machine has no effect on its velocity ratiobut decreases mechanical advantage and efficiency
