dear shivam ,

net weight of particle on earth's surface is due to centrifugal force(outward) & due to gravitational force(inwards)...

resultant weight = gravitational force - centrifugal force           ...........1

centrifugal force depends on angular velocity of earth , if earth stops then there is to angular velocity , hence no centrifugal force acting on the particle , so

from eq 1 , subtracting quantity becomes 0 so net weight increases...

When the earth is spinning, there is a angular speed of the earth... due to which there is a force along the circumference of the circle... hence the effect of the force 'mg' is reduced due to the force by the spinning of earth... so we take g effective into account which is less than 'g'..... but when the earth stops spinning, there is not force by the spinning of the earth, hence the force 'mg' is not reduced as there is no g effective...

that means... in case of spinning

geff<g

while when the earth is not spinning

geff=g
