For potential energy ( U ) you can take any plain as the zero level (origin), not necessary ground.
Length of the object is considered from that plain.
If u consider U=0 for the plain below which the chain is hanging then the potential energy of the chain will be negative.
I might be wrong, but I think I am right. plzzz approve if i am right.
