at lower end of the wheel,velocity is zero n at the upper end it is maximum.So as u move down velocity decreases.

actually its the reverse, the lower end shows more no. of spokesas the net velocity of the lower part is decreased due to rotation. a figure demonstrating your query is shown in pg.277 resnick halliday image 11.5 -palash sarkar
