If I dont take a seat alloted to me in IIT,will I be out of counselling or will I be considered for 2^nd and 3^rd rounds?

If you don’t accept the seat offered to you in the first counselling, You will be considered out of the counselling and won’t be getting chance in 2^ndand 3^rdrounds.
