I am a bit confused with something. I hope you will help me out.

I know that it’s important to be in top 20 percentile to appear for IIT Adv. But is it also important to get admission in NITs. I mean if a candidate got 80% but the cutoff is 83% and he scored very much in JEE Main. Is he not eligible to get NITs ?
