it is the ratio of the total no of student who scored less than him divided by the total no of candidate appearing in the exam.
suppose a person scores 10th in any competitive exam and the total no of student appearing in exam is 1000.then 990 students are below him.therefore his percentile will be (990/1000)*100=99

in jee advance you have to be in top 20 percentile.it simply means your rank should be less than 20 out of hundred student.
