Dear student,

Since potential energy has meaning only when we define it to be zero at some point, it can have any value at any point. So a body travelling with some momentum can have negative energy under putting potential energy as zero at some point, and zero or positivie at some other.

For example, electrons revolving around the nucleus and satellites orbing a planet, both have negative energy but finite momentum when potential energy is assumed to be zero at infinity.
