can you pl share reason for list 18000 candidates has been prepared for JEE 2012. what happens to rank holders more than 9000

Since there is no eml this year for admission purpose to other institutions which take admission on the basis of jee ranks iit jee rank list crossed 18000.

  And they have called only 9000 general candidates for counselling and all the reserved category candidates who have got ranks.
