Is it better to opt for ECE/EEE in Guwahati than Dual Degree in Chemical/Aerospace/Civil in Kharagpur/Roorkee/Madras?

The best stream is always that one which is most interesting for you. All those combo you mention above are best, so you should go with your interest but if you can generate interest in any one above so best options are ECE in Guwahati & Chemical Engineering with IIT Madras.
