I got 85 percentile in JEE January session 2020 , can I get NIT Trichy for OBC(NCL) & also home state quota.

Dear student 
You can not get NIT Trichy even if you are home state quota, Cutoff will be very high and it will not come below 95-96 percentile. Try some new NITS , or work harder in second attempt.
