Why can’t we apply ampere’s circuital law for straight wire of finite length?

We can’t apply ampere’s circuital law for straight wire of finite length because of the fact if we take a loop to find out the line integral, then there is also a scenario in which the Ienclosedis zero..Have a look at the image below.
