In the above setup the magnetic field is into the page.The conductor is moving towards right.
The conductor is neutral but that does not mean that that there are no charges. It just means that total number of positive charges are equal to total number of negative charges.
Applying the relation between the force experienced by the charges in magnetic field.
F=q.v*B
where F,v ,B are vectors
using this we get force on positive charges towards north or towards P and forrce on negative charges towards Q or towards Q.
Hence, P is positively charged and Q is negatively charged.
