The mathematical description of mgnetic field B due to current carrrying wire is called Biot savart law, It gives B at a selected point. 
Amper’s Law is used when we want to calculate the magnetic field at a distance  r from the centr of the wire carrying a steady current I.In this the current is unifrmly distributed through the cross section of wire.
