it says dat only charge in motion experiences mag. field.........bt is d motion absolute or relative?...i mean .if charge is at rest nd d person is moving w.r.t charge...den 'll he observe mag field in his instrumsnt?????????? (d ans in d book was...both E nd B.'ll b observed.......bt hwo/why ?
