The permeability is the ability of a medium to store magnetic energy. Even the vacuum of space can store the magnetic energy in the field. Inside of matter, magnetic energy can also be stored in the form of the alignment of magnetic dipoles. Based on this, the permeability can never be zero, although there are anomolous things that can happen in the vicinity of a resonance, but that is another discussion
