Hello i found these 2 points from my edusys correspondence course

1] The potential difference between two points on the circular loop translating in a uniform magnetic field is not zero

2] the potential difference between two point on the rim of the wheel translating in a uniform magnetic field is zero

Iam not able to differenciate between the two points can you help me please
