An observer A and a charge Q are fixed in a stationary frameF1 hence, he will observe an electric field only. Since,an observer B is fixed in a frameF2, which is moving with respect toF1 ,B will observe electric field due to charge in frame F1 and magnetic field due to motion of frame F2.
