Answer must be A.

Explaination:

 As its moving with constant velocity it must not be experiencing any force as accelaration is =0. Therefore no Electric force hence no electric field is present there, also there is no magnetic field as a charge moves in circular path which is also a type of acceleration and causes change in velocity vector, 
therefore E=0 and also B=0. :)

Option C is correct 
qvB=Ee ,so B=0 E =0 is possible 
E not equal to zero B not equal to zero is possible 
If it is a circular motion velocity uniform E=0 but B not 0 is possible. ..
