in nitrite ion , each oxygen carry a 2/3 charge , and a nitrogen carry a +1 charge , and its commonly used as an example of resonance . 
it have total a formal charge of -1 . 
the central N atom consists of 5 valence , 2 non bonding and 6 bonding electrons . HOPE IT CLEARS YOUR DOUBT
