Electron affinity is the capacity of an atom to attract an electron and to form a monovaleny anion. In the first electron affinity halogens gain electron and form anions and hence all their shells become completely filled and it acquires a stable octet. In second EA it has to accept one more electron which it will not since it is already in octet state. Hence 2nd EA for halogens is zero
