Configuration of N is 1s22s22p3. It has 3 unpaired electrons in 2p subshell. Therefore, N can only form 3 bonds. So NCl3 exists but not NCl5.

Configuration of N: 1s2s2p3.
N has 2 shells only. And so have no d orbitals. Due to lack of d orbitals, no transfer of electrons take place from it 2s subshell. And hence it can only form 3 bonds with the help of its 3 unpaired electrons in 2p subshell.
For more info, I will explain you why PCl5 is formed. Actually it also has only 3 unpaired electrons like N but in P, transition of 1  electrons take place from s orbital to vacant d orbital. Hence resulting in 5 unapired electrons!
