Why lanthanum have exceptional electronic configuration?

It's quite similar in terms of reasoning when you look at filling the transition metals i.e. 4s before 3d...
The reason being for Lanthanum, the 5d orbital is lower in energy than the 4f but I must emphasise the fact that they are at very similar energies. So when you get to Cerium and you now have the option to put an electron into the 5d again, or the 4f... the presence of one electron in the 5d raises its energy above the 4f and hence you add the electron into the 4f for Cerium.
